obviously naruto cant just walk up the hinata and say he loves her, and this is for many reasons, some not even invoving their world.
1) they are in a war
it would very inaproriate to do this now when they could possibly die, which would destroy them emotionally. They need to focus on surviving and they both know that it is not the time or place for that. who would want to read the story of naruto the boy with depression over lost lover?
2) it is a shonen, not a shojo
if you dont know those words it means shonen=action/for boys and shojo=romance/for girls
its basically demographics. and boys dont want to read a love story no matter how much we want to see it happen. it is an action series so that the confessions are even there, we should be grateful for it.
I'm just going to talk about your second point,"it is a shonen, not a shojo" Why are you complaining about pairings and fictional characters if you know that?

If this chapter hasn't shown you anything, than you need to go back and look at it again, because you're not understanding what the Artist is trying to show you. This doesn't mean NaruSaku has happened, on the contrary it is the exact opposite, can't you see it? Pay close attention to the atmosphere and Naruto's reaction to all of this.
Why would Kishimoto have Naruto ask her so many questions? Because Naruto knows very well where Sakura's heart is. She loves Sasuke, and he knows that: [link] look close and look hard. Kishimoto has Naruto remembering all the times where Sakura has expressed her feelings for Sasuke extensively.
Just a few chapters back, Sakura was crying rivers of tears for Sasuke during her encounter with the cloud ninja. So for her to come out of no where and say the things she said, it's too far-fetched. Which is why he said at the end "I Hate People Who Lie To Themselves"
The biggest piece which sealed NaruSaku's coffin was the last phrase that she said: "I just SWITCHED from Sasuke to You. They say a woman's heart is changeable like the Autumn sky, don't they?"..... Ok, so you're saying that your feelings can change at an instant? So who's to say your feelings won't change next spring and you'll have your heart set on Shikamaru or Neji? Come on dude, it's absurd.
So he asks her why him all of a sudden, and what's her response? "If you want to know why I started liking you, than I'll tell you: Sasuke was so cool and perfect, but now he's a wanted criminal; You were the 'Dead Last Village Idiot', but now you're loved by the whole village and you're important."
No No NO, that's not a confession of love, you dunce, that's simply telling Naruto that you're an opportunist looking for the next best guy since the one you really want isn't here. That's a slap in Naruto's face because it shows him that he was always second best to her, or a backup choice. "A Hero who protected the village"... Bitch do you even know what kinda madness he had to go through just to protect it? So basically he had to defeat an enemy that even the Hokage couldn't defeat just so he could be worthy of your love? That's just disgusting!
So let's analyze this step by step starting with Body Language:
1.) She tells him that she loves him without even looking him in the eyes. (She's facing the lower-left which indicates that she's lying. Psychology Class 114) [link]
2.) She raises her index finger while asking Naruto to stop chasing Sasuke (Which shows the reader that this "confession" was never meant on the basis of love, but a different cause or agenda) [link]
3.) Her hug is not genuin. [link] As you can see, she's not holding Naruto with both hands. It's only one hand. Also, the hand is not around his neck, or his shoulder blade. It's placed on his lower waist. (This Clearly shows that it's not a passionate embrace)
4.) Her smile was completely fake as you can see here: [link] & [link] Overall, her chemistry was way off if this was suppose to be a confession of love. It's written all over her face, she's forcing herself to lie.
Next section for analyzing would be the environment or atmosphere if you will. Sakura chose to have this discussion in the snow, and among 5 witnesses (Not a very romantic setting for someone who's looking to confess her love). So we have everyone gathered along with Mr. "Lucky" who has a stuffy nose. The environment is horrible for this confession.
The atmosphere and reaction from everyone else present displayed pure awkwardness, excluding one who knows nothing about personal emotions (Sai).
-Lee = Facepalm [link] (Seriously, if Lee has to do the FacePalm, than you know something's wrong)
-Kiba = Highly Disturbed/Pissed Off (Looking at his expression, he looks like he's ready to burst out with a rant soon) He's seen having a flashback of when Sakura asked the others not to say anything to Naruto and to promise. Now who is Kiba? What relevance does he have when it comes to NaruHina?... HE HAS ALOT! If there's anyone who knows Hinata, it's Him and Shino. They know er better than anyone in Konoha. Kiba undoubtedly knows that she loves Naruto. He's like her big brother, and he wouldn't want her to get hurt right? Well let's connect the dots here. He knows about Hinata's feelings for Naruto, and yet he's forced to stand here and watch as Sakura gives this horrible excuse of a "confession" to Naruto, after knowing how Hinata feels. Remember, he's like her older brother and wouldn't want her to get hurt. So of coarse he would have the face of someone seriously pissed off. And to make matters worse, she made them promise not to say anything to Naruto, so he obviously wants to say something, but he can't. [link]
-Kakashi = The Face of a Disappointed Teacher, He was able to spot the bullshit a mile away. And trust me, you don't need a Sharingan to see right through this crap. When Sakura hugged Naruto, in his mind he said "Sakura...You..." It's unclear what he wanted to say, but when Kakashi's speaking to himself in this manner, than it's most likely something significant. He knows Sakura's feelings almost as much as Naruto. [link]
-Yamato = Also pissed off. Not only is he able to spot the bullshit, but Sakura's reasons for going there contradicts his mission. And as an Anbu member, it's hard for him to accept that. Now what makes him so incredibly relevant here is because NaruSaku fans always tend to revert back to when he spoke to Sakura in chapter 297. [link]
HOWEVER... That was not what Kishimoto wanted to portray to the readers. THIS is what he wants to show us:
- A Shocked Expression... [link]
- Followed by an Outraged Expression... [link]
- And finally an Aggravated Expression... [link]
Yup, the atmosphere certainly isn't conducive for a confession.
Throughout the entire "confession", Naruto was questioning Sakura's motives and reasons. That signals doubt and disbelief.
So as you can see, this chapter is not meant to signify NaruSaku happening, it's meant to do the exact opposite. Why the hell would you want to go hide in your room wishing you could kill Kishimoto, when he's making things better for you? "I Hate People Who Lie To Themselves"... Seriously dude, what more do you need? That's a clear rejection. Always think outside the box. Because that's always what a great artist/writer wants his/her viewers to do. They leave small things like that for you to connect in order for you to assess the hidden meanings and the overall plot.
Pay more attention to the chapters, kay?
